League City’s Economic Development department is focused on building a diverse and sustainable economic base that offers meaningful employment opportunities for citizens. Simply put, we want to see businesses and community members thrive.
Working daily to foster a positive local business climate, we are creating a robust and resilient economic development ecosystem that promotes the retention and expansion of existing businesses and jobs, while creating new business investment and employment.
We look for commercial investment that will create quality local jobs, diversify and expand the local tax base, increase the community’s value, and ensure League City’s superior quality of life for decades to come.
Meet the Team
Scott D. Livingston has twenty years of experience in community and economic development in DeSoto, La Porte, and League City, Texas, plus five years of cross-cultural experience in India. He received a bachelor’s degree from Baylor University and a Master of Science in Economics with a concentration in Finance from Texas A&M University-Commerce. He has worked with hundreds of businesses to attract and retain more than $5.7 billion in new commercial investment to Texas and create and retain more than 6,000 primary jobs in Texas. He is both a Certified Economic Developer (CEcD) as well as a Certified Public Manager (CPM), and he seeks to create economically resilient and financially sustainable communities that provide and maintain a superior quality of life through strategic planning, managed growth, and the creation of a robust business ecosystem. He serves on the Board of the Texas Economic Development Council, and he has been married for twenty-five years to his beautiful wife Desiree’. He and Desiree’ have three children ages 18, 16, and 14, and they reside in League City, Texas.
